Director of Legal Services, Erie Neighborhood House

Position:
Reporting to the Senior Director of Programs, the Director of Legal Services’ basic functions are to oversee the operation, administration, and coordination of Erie House’s immigration legal services, including providing strategic vision and supervision to the legal team.

Responsibilities:

  • General Management:
    • Define objectives, outcomes, program assessment tools, and procedures in consultation with the Senior Director of Programs and program staff
    • Responsible for volunteer and staff’s legal work, ensuring fulfillment of ethical and professional standards and high quality legal services
    • Maintain and update policies and procedures for maintaining ethical and professional standards for department
    • Train, mentor, and supervise legal staff, volunteers, and interns to create an atmosphere of teamwork and collaboration
    • Oversee legal staff to ensure effective and efficient delivery of services
    • Keep apprised of developments in immigration law and provide updates and training to staff and volunteers
    • Ensure the successful outcomes measurement and the evaluation of the program
    • Responsible for maintenance of case management database
    • Responsible for program outreach and volunteer recruitment efforts
    • Manage program budget in compliance with agency guidelines and funder requirements
    • Develop program budget projections in anticipation for agency overall budget planning process
    • Research, develop, and prepare public and private funding proposals in collaboration with Erie’s Development Department
    • Prepare and submit reports for internal review and for funding entities
    • Develop relationships and build a constituency among organizations, local leaders, businesses, elected officials, and participating agencies to further the immigration programs goals and objectives
    • Collaborate with other Erie programs to ensure all family needs are met
    • Other duties as reasonable and appropriate
  • Case Management/Legal Services and Support:
    • Provide on-going supervision for legal team, including but not limited to reviewing and overseeing legal work, completing performance evaluations, and meeting monthly for supervision meetings
    • Assess individuals’ eligibility for immigration benefits, including family petitions, adjustment of status, citizenship, naturalization, DACA, U-visas, VAWA, and other benefits
    • Assist individuals with the completion of the appropriate applications
    • Explain relevant policies and case procedure to individuals
    • Perform factual and legal research and regularly monitor developments in immigration law and procedure
    • Advocate for clients before USCIS
    • Follow up on pending case work and maintain communication with clients about pending cases
    • Oversee preparation, review, and filing of immigration applications and conduct technical assistance reviews for program staff
    • Establish and update internal program policies and procedures to ensure standards of efficient and effective legal representation and case management are being met
    • Develop and offer naturalization and other immigration related trainings as requested
       

Qualifications:

  • 2-3 years’ experience in supervision/coordination of programs; 5+ years’ experience in immigration law
  • J.D. preferred
  • Fluency in English/Spanish required
  • Experience with LawLogix preferred
  • Highly detail oriented and self-directed with strong oral and written communication skills in English and Spanish required
  • Strong relational skills and cross-cultural understanding
  • Demonstrated commitment to social justice and sensitivity to challenges of the immigrant community
  • Ability to work evening hours and travel to off-site locations; car is a preferred
  • Excellent organizational and communication skills; professionalism; ability to multi-task and pay close attention to detail; knowledge of Microsoft Office Suite
  • Must be able to pass all pre-employment screens and upon offer of employment must provide proof of eligibility to work in the U.S. and provide 3 signed letters of recommendation
