In the Summer of 2016 the 9th Circuit affirmed that the Flores settlement guarantees children an the right to a bond hearing to review continued detention by the federal government – Office of Refugee Resettlement (ORR). These hearings are just beginning nationwide and many open questions remain about how they should work.
