The ABA’s Afghanistan Response Project Working Group seeks pro bono attorney(s) willing to travel to North Macedonia to provide legal counsel to 26 family units of Afghan evacuees (comprising 101 individuals). Remote provision of assistance may also be possible. The individuals are staff and dependents of the National Democratic Institute (NDI), a longtime ABA partner international non-governmental organization (NGO) that worked to promote democracy in Afghanistan before the current crisis. These staff and dependents were evacuated by NDI to North Macedonia from Afghanistan based on the acute and profound risk they face based on this work by a US-based organization.

Volunteers’ accommodations, travel, and all logistical arrangements would be assumed by ABA ROLI’s partner, with no cost to the individual(s).

Profile of Pro Bono Legal Specialist

The pro bono legal specialist should be familiar with the applicable law and processes for refugee claims, including through US pathways (humanitarian parole and P1/P2 claims); the UN refugee process; and other national resettlement options (e.g. Canada, other European countries). Ideally, volunteer(s) would have experience assisting refugee clients. Volunteers need not have any familiarity with North Macedonian law, but ABA ROLI will connect with domestic legal professionals as necessary to advise on the individuals’ current legal status and potential avenues as asylum seekers.

Scope of Assignment

The ideal volunteer would be willing and able to travel to Skopje, North Macedonia, for one to two weeks to meet with the individuals and provide them with tailored information based on their specific circumstances. Lodging and working space would be provided in the hotel at which the individuals are housed. The international NGO’s staff and ABA ROLI would provide full support on-the-ground, as well as with all preparation, travel, and logistical arrangements.

Timing and Further Considerations

This opportunity is urgent given the individuals’ temporary status in North Macedonia. With immense appreciation given the imminent holiday season, ABA ROLI ideally seeks volunteers willing to travel as soon as possible.

The period of deployment is flexible and remote working conditions would be possible for those unable to commit full-time to a pro bono assignment for the full period. Accommodations and working space would be provided in a reputable international hotel in Central Skopje.

North Macedonia is currently categorized by the Center for Disease Control (CDC) as a Level 4 COVID-19 risk country. Proof of vaccination or a negative COVID-19 test is required for entry. No quarantine requirements are currently in place for travelers arriving from the United States. Official guidance on COVID-19 in North Macedonia can be found here: https://mk.usembassy.gov/covid-19-information/.
