La Union del Pueblo Entero (LUPE) provides a wide range of services to the people of western Hidalgo County. We have created a four prong strategy to help low-income people overcome the barriers they face in their everyday lives. Through responding to social and economic needs, investing in the development of the community, transforming people to become the driving force of change, and building a community, LUPE seeks to empower the people of the region to improve their lives and create opportunities for advancement.
