This session will provide an overview of key concepts in noncitizen eligibility for public benefits in New York State, including PRUCOL and “qualified alien,” and will take a look at who is eligible for several of the most common New York State public benefits. We’ll discuss common problems that arise and potential advocacy strategies. Finally, we’ll address public charge concerns and how to best counsel clients who may fear accessing benefits for which they are eligible.
