With ICE enforcement actions causing fear and uncertainty in immigrant communities, advocates must be ready to screen people with orders of removal for possible ways to reopen their cases. This training reviews the grounds for motions to reopen a removal order, including motions based on new evidence, changed country conditions, ineffective assistance of counsel, extraordinary circumstances, and more. We will discuss the time and number bars and exceptions to those bars, stays of removal, and practical tips for preparing and filing your motion, including for detained clients. We will also point advocates to resources including sample motions and stays.
