In this new era of immigration law, it is unclear whether poor adjudications are the result of sloppiness and budget cuts, anti-immigration policies formulated at the highest levels of the administration (but not committed to writing), or the rewriting of sections of the Foreign Affairs Manual and other governmental guidance.
