National Case Manager/Regional Supervisor, LIRS
Position Objective:
To provide national clinical oversight and consultation for field coordination staff, and technical assistance and resource
development for use in the field; to provide oversight of field coordination services to unaccompanied children in an assigned
region through coordination with Office of Refugee Resettlement (ORR)/Division of Unaccompanied Children's Services (DUCS) staff and supervision of field assessment and recommendation procedures.
Qualifications Include:
1. Commitment to Lutheran Immigration and Refugee Service's core mission and values and an ability to model those
values in relationship with colleagues and partners
2. License and master's degree in social work or mental health field, minimum of five years' relevant clinical experience
3. Minimum four years' experience in casework supervision
4. Knowledge and experience with quality assurance in child welfare service settings
5. Knowledge and experience in work with refugee or immigrant children or cross-cultural experience.
6. Ability to manage complex projects with a high degree of independence
7. Knowledge of Microsoft Office Suite and database management
8. Demonstrated creativity and initiative
9. Willingness and ability to travel
10. Ability to speak and read in Spanish preferred
Responsibilities Include:
1. Develop and coordinate a national case management review system in consultation with the project manager and regional field supervisors.
2. Analyze field coordinator casework practices and recommendations for quality assurance, national child welfare
standards, ORR policy compliance and risk management.
3. Develop or locate appropriate training and technical assistance for field staff.
4. Develop and maintain a resource library for use by field staff.
5. Serve as part of national management team with project manager and regional supervisors.
6. Lead development of site monitoring tools and conduct site monitoring visits as assigned.
7. In consultation with project manager and field staff, regularly review and update assessment protocols, standard operating procedures and other written guidance necessary for effective and consistent assessments and recommendations.
8. As requested by ORR, assist regional supervisors and field staff in the development of technical assistance or training to provider agencies in identified regions. Ensure that field staff have necessary tools and evaluation system for effective training.
9. Under the supervision of the project manager, develop recommendations for the federal government regarding care of
children in custody, including family reunification, suitability assessment, level of care placements, programmatic planning and resource development.
10. Represent LIRS at conferences and other events or meetings as assigned.
11. Remain available for clinical questions and consultations from field staff and coordinate national case review for shared analysis and the development of best practices.
12. As a regional supervisor, provide regular case supervision to field coordinators in assigned region in keeping with accepted child welfare standards and social work practice.
13. Participate in individual case consultation calls with staff in assigned region.
14. Serve as point person for the ORR federal field specialist supervisor, and maintain good working relationships with all
stakeholders for the assigned region.
15. Review recommendations and referrals from field coordinators for special services in assigned region according to agency policies and procedures.
16. Provide backup coverage to field operations as needed.
17. Maintain up-to-date knowledge of child welfare and child mental health, and provide training and technical assistance regarding current best practice to regional supervisors and field staff.
18. Keep project manager informed of trends in training needs across the field coordination network.
19. Perform other job-related duties as assigned.
Reporting Relationship:
The national case manager reports to the project manager (assistant director for field coordination).

Other staff or volunteer supervisees may be identified.
Staff oversight responsibilities include…
• Maintain supervisees' job descriptions.
• In consultation with other appropriate staff, lead the interview and hiring process to fill vacant positions.
• Provide timely, motivating and constructive feedback to supervisees.
• Help supervisees to navigate their professional development paths.
• Prepare detailed and thoughtful annual reviews that provide developmental insights.
• Take informal or formal corrective action when needed to maintain a staff that meets or exceeds job requirements.
Salary and Terms:
This full-time position, based at LIRS's headquarters in Baltimore, is exempt from the Fair Labor Standards Act. The salary, in
grade level 24, is negotiable and commensurate with experience. An excellent benefit package is offered. A relocation package
is available.
