When does bias or discrimination become actionable?

Immigration remains a highly volatile and political issue. The increasing numbers of Latinos (and other cultures) in Minnesota have become an easy target for racial profiling, scapegoats for a challenging economy, discrimination and bias. How does this occur and what is the social fallout? When does bias or discrimination become actionable and what is the process to seek redress? This seminar will delve into the origins of the term "Anchor Babies" and address issues of bias in the media, the courts, law enforcement, and other institutions. The panel will address making the case for positive images and promoting assimilation of divergent cultures.
