This advanced-level panel will address cutting-edge issues and strategies involving motions to reopen. Practitioners will address national litigation and circuit splits involving exceptions to post-departure motions to reopen, Lozada procedures pending the issuance of regulations on ineffective assistance of counsel claims, and the latest in motions for stays of removal.

Maria Baldini-Potermin (dl), AILA EOIR Liaison Committee Vice Chair, Chicago, IL
Maria Baldini-Potermin is the founder of Maria Baldini-Potermin & Associates, P.C. She focuses on removal/deportation defense, federal litigation, waivers, naturalization, family-based immigration applications and immigration consequences of criminal dispositions. She is a frequent speaker at CLEs. She is the co-author of Immigration Trial Handbook and is an expert author-consultant for Interpreter Releases by Thomson West. She has written extensively on the intersection of criminal law and immigration law. She was awarded the Chicago Chapter's Minsky Mentor Award in 2004. She has served on numerous local and national committees.
Thomas K. Ragland, Washington, DC
Thomas K. Ragland is a Partner in the Immigration Practice Group at Duane Morris LLP. With more than 15 years of experience, Mr. Ragland is a seasoned litigator known for handling complex matters for both individual and corporate clients, including the immigration consequences of criminal activity and defense against terrorism- and security-related bars to inadmissibility. His practice focuses on litigation before the federal courts and immigration courts and representation before the Department of Homeland Security. He has been recognized by The Washington Post as one of "Washington, DC's Best Lawyers" and was named by Washingtonian Magazine as among "Washington's Top Lawyers." Mr. Ragland is co-chair of the Litigation Committee, AILA D.C. Chapter, and is a frequent speaker on immigration issues.
